Below is a draft of the first section of the Downtown Design Guidelines document, for your review. Part of the Appendix is included as well.

Please see the following notes. Your input is needed. All comments, suggestions, corrections, and questions are welcome.

Notes--------------------
1. The attached is Part One, the front matter. I felt this section was needed in the interest of clarity and to place design review in its geographic and procedural context.

2. Part Two is called 'Downtown Design Guidelines: Principles, Standards, and Criteria'. It will contain the actual guideline statements and illustrations. (It's forthcoming, soon).

3. Part of the rationale for making two distinct sections is so that if desired, only one section need be printed or distributed, in the interest of efficiency.

4. The document is meant to be two-sided; blank pages are intentional for layout. Print a copy and staple the left hand side to get the best impression of it.

5. Please consider the five 'important goals of this revision' on page 3. These should be scrutinized to see how close they are to your staff's conception of the goals for this revision.

6. The particular 'look' and layout of the document will be carried through for the rest of it.

7. Some of the material should be familiar from the existing version, but I have made many small changes, omissions, edits, and additions in the interest of improvement.

8. The maps are key to understanding the basic design review concepts, but fitting them onto 8 1/2 x 11 paper, showing addresses, non-contributing properties, buffer zones, etc. with lots of clarity, has been a trick. I am willing and able to improve these as you all see fit.
